The investigation revealed that both Hera and ComoCalor failed to adjust their pricing formulas adequately, which are pegged to the 'avoided cost' of gas heating, thereby preventing consumers from enjoying the benefits of cheaper renewable energy sources.

The companies were found to have levied unfairly high charges, contradictory to their operational costs and reasonable return expectations.

By contrast, similar operations in Parma and Piacenza, managed by Iren Energia, were exonerated of any overpricing allegations.
