ATHENS — Greece is set to implement a €25 billion defense strategy over the next 12 years, described by Prime Minister Kyriakos Mitsotakis as the most significant transformation of the country's armed forces in history.

Revealed in a parliamentary address, this plan emphasizes the integration of advanced defense technologies and the involvement of the Greek defense industry in all arms programs.

Mitsotakis articulated the necessity for modernization in light of evolving global conflicts, stating, "The world is changing at an unpredictable pace." The overhaul of Greece's military capabilities is partly driven by the need to respond to advancements in neighboring Turkey's defense sector and the broader geopolitical landscape marked by tensions involving Russia and NATO countries.

Greece currently allocates more than 3% of its GDP to military spending, exceeding the EU average by more than double, in adherence to NATO guidelines.

Mitsotakis criticized Europe's historical approach to defense, pointing out a lack of proactive measures in safeguarding national and collective security.

He referenced the need for Europe to recalibrate its defense strategy given recent global developments and challenges posed by hostile entities.

The defense procurement plan, extending to 2036, is heavily focused on cyber capabilities and includes investments in unmanned aerial vehicles, loitering munitions, and a new communication satellite, alongside a multi-tiered defense system dubbed the "Achilles' Shield" intended to protect against missiles, aircraft, and drones.

The funding strategy is facilitated by the European Commission's decision to activate the EU's national escape clause, allowing Greece to increase military spending without violating fiscal constraints imposed by the bloc.

While this provides significant monetary flexibility, Mitsotakis stressed the necessity for balanced fiscal management.

In recent developments, Greece also announced its first pay increase for armed forces personnel in 14 years, aiming to bolster recruitment and retain young talent.

However, this decision has stirred controversy within the ruling New Democracy party, prompting discussions about further extending such increases to other uniformed services.

As part of its defense cooperation, Greece is looking to Israel for support in implementing the "Shield of Achilles" anti-missile system, which is analogous to Israel's Iron Dome.

Recent diplomatic exchanges between Mitsotakis and Israeli leaders have highlighted the collaboration on defense technology and energy projects, such as the Great Sea Interconnector, despite regional tensions with Turkey complicating progress.

Mitsotakis has faced internal dissent within his party amid declining popularity and pressures from critics who challenge his defense strategy as politically motivated.

The New Democracy party appears to be at a critical juncture, with recent polls indicating diminishing support, necessitating strategic adjustments to maintain its political standing in Greece's evolving landscape.
