Italian Pension System Sparks Controversy Amidst Proposed Eligibility Changes

CGIL highlights discrepancies in pension calculations as INPS denies changes to retirement age requirements
The Italian pension system has become the subject of intense scrutiny following recent revelations about potential changes in retirement eligibility requirements.

The National Institute of Social Security (INPS) has come under fire for purportedly updating its pension eligibility criteria without official communication, leading to widespread confusion and concern among workers and unions.

On January 9, reports emerged indicating that the INPS had adjusted its pension calculation applications to reflect new retirement requirements.

Specifically, the minimum age for old-age pensions would increase to 67 years and 3 months by 2027, with an early retirement necessitating 43 years and 1 month of contributions by the same year.

By 2029, these figures would rise to 67 years and 5 months for age-based retirement and 43 years and 3 months for contribution-based retirement.

The Italian General Confederation of Labour (CGIL) discovered these changes and expressed alarm, accusing the INPS of implementing unilateral adjustments without formal approval from relevant ministries.

CGIL's confederal secretary, Lara Ghiglione, emphasized that such changes were not reflected in any current official documentation.

The only existing estimates, as detailed in the 25th Report from the State General Accounting Office for 2024, suggested no increase in 2027 and only a one-month extension in 2029.

Amidst mounting criticism, INPS issued a statement refuting the application of these new requirements, assuring that certifications would adhere to currently published tables.

This denial, however, did little to quell the concerns of CGIL and other stakeholders.

The controversy has broader implications for Italy’s political and social landscape.

Italian Deputy Labor Minister Claudio Durigon intervened, asserting that any increase discussed by INPS would not be enforced.

Nevertheless, skepticism remains, as opposition parties criticize the government for an apparent departure from prior promises to alleviate pension burdens following reforms like Monti-Fornero.

Such potential reforms carry significant risks, including exacerbating the issue of 'esodati'—workers left without income protection due to mismatched retirement plans.

It particularly affects those engaged in isopensione or other phased retirement programs.

CGIL has called for urgent clarification from INPS and the ministries, condemning the lack of transparency in the unfolding situation.

The dispute underscores the need for clear and officially sanctioned guidelines in pension policy—a critical concern as Italy's population ages, and economic stability is increasingly challenged.
