Italy's Energy Bill Bonus: Key Details and Eligibility Criteria

Automatic 200 Euro energy bill bonus to aid vulnerable citizens with specific income thresholds starting April.

The authority will also outline the modalities and timelines for the disbursement of these funds to all entitled individuals, expanding eligibility up to an ISEE threshold of 25,000 euros.

To qualify for the automatic issuance of social bonuses and the extraordinary contribution, individuals must submit a DICHIARAZIONE SOSTITUTIVA UNICA (DSU) to obtain an ISEE certification that meets the stipulated requirements.

Arera has identified several categories of individuals considered 'vulnerable', including those who are over 75 years old, recipients of social bonuses, individuals with disabilities as per Article 3 of Law 104/92, residents in emergency housing or on non-connected minor islands, and users of life-saving medical equipment.

In terms of energy costs, for April and the second quarter of the year, electricity prices will decrease by approximately 2.4%.

This reduction particularly affects the 'typical' vulnerable customer served under major protection schemes, which includes around 3.4 million people.

Arera has indicated that all vulnerable customers in the free market can opt to switch to major protection if needed.

For the vulnerable 'typical user' under major protection, Arera estimates that the annual expense will be about 563.75 euros between July 1, 2024, and June 30, 2025, reflecting an increase of 8.7% from the previous year's figure of 518.44 euros.

The anticipated decline in wholesale natural gas prices for seasonal consumption is a contributing factor to the expected reduction in electricity bills.

Additionally, a 0.3% decrease in the system charges component has been noted.

From April 1, the reference price for electricity for the typical customer will be set at 30.54 cents per kilowatt-hour, taxes included.

This is broken down as follows: 16.05 cents (52.6% of the total bill) for energy procurement costs, down 3.5% compared to the first quarter of 2025; 2.07 cents (6.8% of the total bill) for retail marketing, unchanged; 6.28 cents (20.6% of the total) for transport and meter management services, also unchanged; 3.13 cents (10.2% of the total) for system charges, reduced by 2.7%; and 3.01 cents (9.8% of the total) for taxes, including VAT and excises.
