The reform seeks to bolster territorial assistance services and preempt institutionalization, favoring in-home care for the elderly.

The monthly assistance amounting to €1,381 is composed of two parts: a fixed monetary component aligning with the existing accompaniment allowance and a supplementary component termed the 'care allowance.' The additional care allowance offers €850 monthly to cover the expenses for care provided by officially registered caregivers or qualified non-residential social assistance enterprises.

Strict eligibility criteria govern this measure, both from healthcare and social perspectives.

A prerequisite is being a recipient of the accompaniment allowance, which currently supports approximately 1.88 million beneficiaries.

In 2024, this allowance provided €531.76 monthly over a 12-month period.

To qualify for the new aid, applicants must be aged 80 and above and demonstrate severe disability, verified by INPS based on recommendations from a specially appointed technical-scientific committee.

To be eligible, conditions must be critically severe, such as a coma or minimal consciousness state, dependence on mechanical ventilation, severe dementia with complex sensory deprivation, significant mental retardation, or requiring continuous, round-the-clock care.

Social evaluation is another critical parameter.

INPS detailed these considerations in their December 30 message, requiring a score of at least 8 points across various family indicators.

For instance, households without domestic caregiver support earn 2 points, whereas those with existing assistance from domestic workers achieve no points.

This prioritization seemingly aims to assist those unable to bear caregiver costs today.

Overall, this initiative underscores Italy's commitment to enhancing elderly care within local communities, allowing the elderly to age with dignity in their own homes.
