Italy is also tasked with achieving 7,115 specific milestones and targets across its recovery plan, with the highest number of targets—621—in the EU, of which 438 are investment-related and 183 pertain to reforms.

A recent monitoring report indicated that Italy leads in achieving these objectives, having completed a substantial number of targets, but broader public awareness and acknowledgment of such progress appears limited.

Recent reports indicate advancements in several areas, such as the digitalization of public administration, with thousands of public administrations adopting new digital payment systems like PagoPA.

The Italian government has made strides in green transition initiatives, including sustainable infrastructure and an improved railway network.

Efforts to enhance social welfare, particularly for the elderly, have also been acknowledged.

Nevertheless, public perception remains focused on reported slow spending rates, which hover around €65 billion, despite the government revealing an additional €12 billion in unregistered projects due to administrative coding issues.

Economists and industry leaders are calling for more decisive actions and a shift in direction to capitalize on these available funds effectively.
