Italy Tightens Regulations on Short-Term Rentals Amid Growing Concerns

New penalties and platform restrictions await non-compliant property owners to tackle illegal rentals
Italy is set to enforce stricter regulations on short-term rental properties starting in January, marking a significant shift in the nation’s approach to managing its thriving tourism sector.

Property owners without a Codice Identificativo Nazionale (CIN) will face fines of up to €8,000, and their listings could be deactivated on major platforms like Airbnb and Booking.com.

In regions like Tuscany, Lazio, and Piedmont, a substantial proportion of properties still lack CIN registration, highlighting the challenges in aligning regional databases with federal mandates.

Major platforms are already adapting to the regulatory landscape.

Airbnb has informed Italian hosts that non-compliant listings will be removed by 2025.

In a collaborative effort to ensure compliance, Airbnb is providing support services in partnership with consumer association Altroconsumo, including regular notifications and a dedicated assistance line.

On a municipal level, Florence's innovative approach offers financial incentives for property owners transitioning from short-term to long-term leases.

The city will refund this year’s civic property tax (Imu) for properties withdrawn from short-term rental platforms in favor of long-term leasing, setting a potential precedent for other cities grappling with overtourism.
