Over 2,000 Users Sanctioned in Italy's Ongoing Battle Against Digital Piracy

Results from a joint operation by the Guardia di Finanza and Serie A League highlight significant efforts to combat audiovisual piracy in Italy.
On May 14, 2025, during an event at the Salone d’Onore of CONI, the latest results of a concerted effort against digital piracy were unveiled, showcasing the collaboration between the Guardia di Finanza and the Serie A League.

Present at the event were notable figures including Claudio Lotito, president of Lazio and proponent of anti-piracy legislation, Brigadier General Gaetano Cutarelli from the Guardia di Finanza, Lieutenant Colonel Roberto Missione, and Luigi De Siervo, CEO of Serie A.

Cutting across 80 provinces, the joint operation has led to the identification and sanctioning of 2,266 illegal users by 183 territorial branches of the Guardia di Finanza.

The measures enacted allow for rapid website and content takedown within 30 minutes of identification, as emphasized by Lotito.

He underscored the crucial nature of audiovisual piracy as a criminal phenomenon that undermines football by diverting essential resources and fostering illegal activities.

Further investigations are ongoing, with procedures initiated in collaboration with three additional judicial districts.

Lotito articulated the broader implications of these measures, stating that the new laws empower regulatory bodies like Agcom with extraordinary authorities to act swiftly against piracy, augmenting the fight against a practice that significantly impacts Italian cultural and sports industries.

As part of this initiative, deliberate engagement with the public aims to enhance awareness regarding the importance of legitimate subscriptions.

De Siervo expressed satisfaction with the progress being made, labeling it a historic moment for resource recovery in sports.

He stated that the investigative efforts have furnished a comprehensive tracking system capable of identifying illegal user patterns.

Penalties for continued illegal activity could reach up to €5,000, intended to realign those engaged in unauthorized practices with legal subscription norms.

Additional endorsements from figures such as Beppe Marotta, president of Inter, reinforced the severity of the impact of piracy on football, advocating for stronger measures to rectify ongoing financial discrepancies in the sport.

In a related response, Stefano Azzi, CEO of Dazn Italia, acknowledged the significance of the collective institutional efforts combating digital piracy.

He highlighted the importance of fostering a culture of legality among fans, emphasizing that illegal streaming demonstrates a broader societal issue that affects the integrity of sports and personal data security.

Andrea Duilio, CEO of Sky Italia, joined the conversation, commending the Guardia di Finanza's significant role in addressing piracy, framing the regulating actions as an initial step towards eradicating a prevailing sense of impunity that harms both the sports and audiovisual sectors.

Duilio's remarks highlighted the necessity for cultural change to preserve values within the industry and ensure sustainable audience engagement.
