The share of undecided individuals has increased to 24%, while those who feel hopeless about returning have more than doubled, from 5% to 11%.

As national interpretations of the directive vary, Ukrainians face different levels of support depending on their host country.

The European Commission has initiated discussions about subsequent steps, including considerations for extending temporary protection, facilitating transitions to national statuses for work, study, or family reunification, and assistance for those choosing to repatriate.

Vít Rakušan, the Czech Interior Minister, has confirmed that Czechia, along with Germany and the European Commission, is engaged in developing a coordinated response under the Polish Presidency, while negotiations on specific conditions remain ongoing.

The next Home Affairs Council, scheduled for June, is set to address these matters.

Any decision regarding the cessation of temporary protection will require unanimous agreement among EU member states, as highlighted by Czech Interior Ministry spokesperson Hana Malá, who noted expectations for a common position within the first half of this year.

At the national level, some countries are proactively seeking to establish long-term solutions.

Poland is set to introduce a three-year national temporary residence status for Ukrainians who have held uninterrupted temporary protection for a year.

In Czechia, a new five-year special residence permit will be available to Ukrainians who have resided there for over two years and hold employment, with educational requirements for their children.

Despite its role as one of the main host countries, Czechia’s government has indicated it will not issue new temporary protections once the conflict ceases.

Other countries, including Austria, Italy, Estonia, and Latvia, are also working on various plans for long-term solutions.

Germany’s interior ministry noted that it has developed potential actions, though the decision on which proposals to advance will rest with the next government, emphasizing the necessity for a unified approach across Europe.

Likewise, Slovakia has confirmed ongoing discussions at both national and EU levels regarding the future of displaced individuals post-conflict.
